메르스 사태는 발생, 반응, 대응 과정이 상호의존적인 네트워크를 구성했다. 그 결과 발생한 복잡성은 재난에 대한 대응과 해결을 어렵게 했다. 앞으로 재난을 분석하기 위해서는 복잡한 네트워크를 고려한 통계 기술을 적용해야 하고, 현장에서는 반복적인 재난 훈련이 강화되어야 한다.
